Губернатор Московской области Сергей Шойгу вчера заявил, что глава Химок Владимир Стрельченко и мэр Балашихи Владимир Самоделов ушли в добровольную отставку, так как «пришло время делать новые шаги». По словам главы Подмосковья, теперь перед регионом стоит задача сделать предстоящие выборы «чистыми и достойными», а он сам готов работать с профессионалами. Эксперты считают, что господин Шойгу продолжит зачистки, но избавляться от наследия экс-губернатора Бориса Громова будет постепенно, чтобы не терять контроль над выборами.
В ходе рабочей поездки в Электрогорск Сергей Шойгу вчера посетил, в частности, градообразующее предприятие «Электрогорскмебель», находящееся в стадии банкротства, и местную ГРЭС. Отдельного внимания губернатора удостоился городской дом культуры, ремонт которого начался еще шесть лет назад, но был приостановлен в 2008 году. Сейчас здание стоит без окон и дверей, и следов какого бы то ни было ремонта на нем нет.
Заместитель главы Электрогорска Михаил Костышак объяснил господину Шойгу, что «уже была выполнена огромная работа по усилению стен и реконструкции» на выделенные правительством Московской области 108 млн руб., но экономический кризис «остановил работы на объекте».
— С учетом этой остановки пошли трения между строителем и трастовой компанией,— продолжил уже глава Электрогорска Николай Скороход.— Суды закончились буквально недавно, была определена стоимость работ. И правительство выделило средства на погашение долгов перед строителями — 159,5 млн руб.
— На эти деньги можно было половину нового (дома культуры.— «Ъ») построить,— возразил Сергей Шойгу.
— Согласен,— сказал господин Скороход.— Но там по суду накрутили проценты, очень много…
— Вам не кажется, что на какой объект мы ни приедем, у нас кругом проблемы? Этот не отдает тому, этот должен тому. Но здесь же должна быть власть, которая решит эти проблемы, правильно? — сказал господин Шойгу и поручил «закончить всю эту историю» до 2013 года.
Отвечая на вопрос о том, напишет ли «глава Электрогорска заявление об уходе по собственному желанию» после визита главы региона, Сергей Шойгу ответил, что «цель визита была не такая». По его словам, впечатление от города, «с одной стороны, хорошее, так как есть перспективы». «Что касается руководства — будем разговаривать, посмотрим, оценим»,— предложил губернатор не спешить с выводами.
Вопрос об отставке главы Электрогорска возник не случайно. Напомним, что в конце июня перед визитом Сергея Шойгу в отставку подали глава Сергиева Посада Виктор Хейсин и назначенный им и. о. руководителя администрации Андрей Сахнов (см. «Ъ» от 28 июня). А на этой неделе свои должности покинули еще два руководителя. Исполнять обязанности ушедшего в отставку 13 августа мэра Балашихи Владимира Самоделова будет первый заместитель главы совета депутатов города Юрий Максимов. Исполняющим обязанности главы Химок, как и сообщал «Ъ», вчера был назначен бывший первый вице-губернатор Тульской области Олег Шахов. Вчера Сергей Шойгу объяснил и новые отставки в подмосковных городах:
— Если говорить об отставке Самоделова и Стрельченко, это опытные руководители, давно работавшие. Когда-то приходит время, надо, естественно, делать новые шаги, делать новые проекты по этим районам. Поэтому они пришли ко мне на беседу в начале недели и написали заявления об отставке. Дальше наша задача — провести очень чистые выборы. Потому что, поверьте мне, у нас люди истосковались по чистым выборам.
На вопрос, какие еще проблемные районы области планирует посетить губернатор, господин Шойгу сообщил, что в его планах визиты в Королев, Черноголовку и Звездный.
Оппозиция тем временем уже начала обсуждение вопроса о выдвижении кандидатов в мэры Химок. Возможным кандидатом называется лидер движения «В защиту Химкинского леса» Евгения Чирикова. О намерении поддержать ее кандидатуру уже заявили оппозиционеры Алексей Навальный и Илья Яшин. Сама госпожа Чирикова, уже принимавшая участие в выборах мэра Химок в 2009 году (заняла третье место, набрав 15% голосов), предлагает выдвинуть на эту должность «народного» кандидата. Комментируя возможное участие в выборах госпожи Чириковой, Сергей Шойгу заявил, что готов работать с «профессиональными людьми», а фамилия этого человека «тут абсолютно не имеет значения».
— Задача сделать эти выборы действительно чистыми и достойными. Чтобы это был выбор людей, которые там проживают, выбор, построенный не на дешевом и не очень дешевом пиаре, а на том, что этот человек сделал в своей жизни, что он собирается сделать, действительно ли у него есть такие возможности, знания и опыт,— сказал губернатор.
Отвечая на вопрос, готов ли он сотрудничать именно с Евгенией Чириковой в случае ее избрания, господин Шойгу сказал:
— Я сейчас вам возьму и отвечу: «Я психану и уйду». Вас это удовлетворит? Я ведь сказал, с кем я готов работать, а кто это будет — людям решать.
Впрочем, он подчеркнул, что здесь нужен скорее «хозяйственник» и «пахарь», и посоветовал не выводить это «на такой мощный политический уровень».
— Ну как будто президента Соединенных Штатов выбираем,— сказал он.
Как пояснил «Ъ» глава Международного института политической экспертизы Евгений Минченко, то, что в области рано или поздно начнется «зачистка громовских людей», было понятно, как только Сергей Шойгу был назначен губернатором: «Новая метла по-новому метет. К предыдущей команде было много вопросов и по эффективности, и по уровню криминализации в Московской области». При этом господин Минченко уверен, что «в течение пары лет поменяют вообще всех». «Сейчас смена глав происходит, очевидно, только в наиболее проблемных точках. Потому что если одновременно будет назначено большое количество выборов в регионе, резко упадет уровень контроля над ними. К тому же к выборам в 2013 году кандидаты будут лучше подготовлены»,— сказал «Ъ» эксперт.
